Indian federal budget fails to impress the majority

Finance minister makes a weak attempt to trim deficit

  • By Babu Das Augustine, Deputy Business Editor

  • Dubai: Disappointing economists, business leaders and stock market, India’s finance minister Pranab Mukherjee on Friday presented the federal budget 2012-13, which made a feeble attempt, at best, in reducing India’s ballooning fiscal deficit.

The budget set a fiscal deficit target of 5.1 per cent of GDP for the fiscal year, down from an expected 5.9 per cent in the current year. This year's figure, however, ended up far above the 4.6 per cent it had originally targeted in its budget a year ago.

Mukherjee said he expected the Indian economy to grow by 7.6 per cent in the next fiscal year, up from an expected 6.9 per cent in the current year but below the 8.4 per cent growth of the previous fiscal year.

"We are disappointed with the budget because it assumes a relatively high, 5.1 per cent deficit in the 2012-13 fiscal year. We also think that growth target is a bit too optimistic while inflation may have hard time falling as much as they are assuming,” said Dariusz Kowalczyk, senior economist and strategist at Credit Agricole, Hong Kong.

Analysts said the budget did not make a serious effort to rein in subsidies. The Finance Minister announced that from 2012-13 while subsidies related to food and for administering the Food Security Act will be fully provided for, all other subsidies would be funded to the extent that they can be borne by the economy without any adverse implications. He said that the government will endeavour to restrict the expenditure on central subsidies under 2 per cent of GDP in 2012-13and over the next three years, it would be further brought down to 1.75 per cent of GDP.

“The market was hoping for a lower deficit for the next financial year, so disappointing from that perspective. India continues to have the largest fiscal deficit within emerging Asia, hence expect this to weigh on the rupee,” said Jonathan Cavenagh, foreign exchange strategist, Westpack, Singapore.

In the budget estimates for 2012-13, the gross tax receipts are estimated at 10, 7.76 trillion which is an increase of 15.6 per cent over the Budget Estimates and 19.5 per cent over the revised estimates for 2011-12. After devolution to States, the net tax to the central government in 2012-13 is estimated at Rs 77 trillion. The Non Tax Revenue Receipts are estimated at Rs16.46 trillion and Non-debt Capital Receipts at Rs 4.16 trillion. The total expenditure for 2012-13 is budgeted at Rs149 trillion. Of this Rs52 trillion is the Plan Expenditure while Rs96.9 trillion is budgeted as Non Plan Expenditure.

    Tax proposals

The tax proposals are guided by the need to move towards the Direct Tax Code (DTC) in the case of direct taxes and Goods & Services Tax (GST) in the case of indirect taxes. For now it appears that the DTC has been deferred from the planned implementation from April 1, 2012.

Individual income upto Rs200,000 will be free from income tax; income upto Rs 180,000 was exempt in 2011-12. Income above Rs500,000 and upto Rs 1 million now carries tax at the rate of 20 per cent; the 20 per cent tax slab was from Rs500,000 to Rs800,000 in 2011-12. A deduction of up to Rs10,000 is now available for interest from savings bank accounts.

The budget made an attempt to widen the service tax base. All services will now attract service tax, except those in the negative list. The negative list has 17 heads and includes specified services provided by the government or local authorities, and services in the fields of education, renting of residential dwellings, entertainment and amusement, public transportation, agriculture and animal husbandry. Service tax rate is being increased from 10 per cent to 12 per cent, with consequential change in rates for services that have individual tax rates. The standard rate of excise duty for non-petroleum goods is also being raised from 10 per cent to 12 per cent. No change is proposed in peak rate of customs duty of 10 per cent on non-agricultural goods.

The direct tax proposals in the budget will result in a net revenue loss of Rs 450 billion and the raising of indirect taxes will result in a net revenue gain of Rs 4.6 trillion resulting in a net gain of Rs 4.1 trillion.

"The finance minister is looking to collect large sums of money through indirect taxes, probably to mitigate the fiscal situation, but this could have an impact on consumption,” said Deven Choksey, managing director of K R Choksey shares & Securities, Mumbai.

    My comments as follows:

The presentation of budget 2012-13 by Finance Minister Pranab Mukharjee presents a feeling of let down to middle class citizen of India. He projected India’s GDP growth in 2012-13 to be 7.6 per cent, +/- 0.25 per cent when compared to global growth is impressive.

With increased cess on crude oil to Rs 4,500 per tonne from Rs 2,500 per tonne, Oil exploring companies will be burdened further and look for relaying it to the end users.

Ignoring the cry of indian companies manufacturing heavy power equipment to increase the customs duty on imports of such equipments will demotivate growth in this sector.

The budget did not give support to Indian engineering exporters like Larsen & Tubro, which accounts for about one-fourth of the country's total merchandise exports and instead proposed to raise excise duty to 12% from 10%.

Power utilities are likely to benefit with proposed two-year exemption on import duty for companies importing thermal coal.

A proposal to allow external commercial borrowing to part finance rupee debt of power projects will also help growth in this sector.

Low cost housing developers and financiers will benefit after the budget proposed allowing external commercial borrowings for low-cost housing projects below Rs 25 lakhs. Hope it brings more quality and genuine infrastructural offerings to common man.

Private Airlines will benefit after the budget proposed to allow external commercial borrowings of up to USD 1 billion to help meet immediate funding needs.

The proposal to allow foreign direct investment by airlines under "active consideration" may bring a smile on two on airline king Vijay Mallya.

The above two items looks as interesting options for Indian investors from abroad to move in with financial platters to stake more presence in the forthcoming years to barter important rights to NRIs.

Infrastructure finance companies such may tend to benefit after the proposal to double the issue of tax-free bonds for financing infrastructure projects.

India also announced an increase in import taxes for assembled SUVs and utility vehicles costing more than USD 40,000. On one hand the proposal mentioned on will see increased prices on luxury cars, we are yet to see any reforms being done on the registration of such cars at  the point of purchase origin or rather a unified registration charges in all states, which is where the state exchequer and in turn centre being devoid of a major share on taxation. However, the move may turn out to be positive for indigenous car makers like Tata and Mahindra.

Fertilizer makers could see a fall in expenditure after the budget fully exempted basic customs duty on import of equipment for three years which when passed on to farmers could result in smiles on ordinary citizens.

On one hand it brought in measures to reduce the pricing on medicines for treating cancer and HIV, there was no mention on the facilitators to control the costlier trial and error methods they use to treat these patients. This therefore will remain a costlier option for common man in the year to come.

Full exemption on branded silver jewellery from excise duty may create interest in silver as first choice.

Duty-free allowance for eligible passengers of Indian origin from `25,000 to `35,000 and for children of up to 10 years from `12,000 to `15,000, which seems to be one among the few sugar candies thrown at NRIs in this overall exercise.

    Print media pushed inside

As part of city beautification process, authorities have instructed small groceries and outlets to push their newstands to inside of the shop rather than a display outside, which now require special permissions and extra charges.

At a time when reading from print media is reducing drastically due to several factors including cost, I believe this move will be another blow to the print media sector.

Hope both print media and authorities will come out with measures to protect  growth of print media industry as well promote sales by giving more margin to vendors and reduced rate on charges for display of printed journals.

Father speaks of the last conversation he had with his daughter over the university bus service before she was killed

  • By Mariam M. Al Serkal, Staff Reporter
  • Published: 00:00 March 15, 2012

  • Sharjah: The parents of two female university students who were killed on Buhairah Corniche in a traffic accident on Monday have said the incident could have been prevented if the bus driver had dropped the students close to their home.

Ahmad Farouq, the father of 19-year old Mariam who studied at Manipal University in Dubai, said the last conversation he had with his daughter was at 4:30pm after the bus driver refused to take her home after she failed to produce a transfer identification pass, which is the only possible means to be allowed on board the bus
    .
"She was collected from home in the morning by the same bus driver who refused to drop her off later in the afternoon. She did not have her transport ID card with her for some time because she was very naive and did not know how to get it, so it was not the first time she went on the bus without one. We lived a very protected life in Saudi Arabia and Mariam was still not accustomed to living away from us," said Farouq.

    So upset

The family lived in Saudi Arabia and when Mariam was accepted at the university to study Biotechnology in the summer of 2011, her parents decided to continue living in Riyadh while she went to live with her mother's sister and uncle in Sharjah.

Her parents arrived in the UAE on Tuesday morning and were awaiting an explanation from the university as to why their daughter was not dropped off at her home.

"Mariam called her mother in Saudi Arabia to complain how rude the bus driver was and how he embarrassed her in front of her classmates after she failed to produce a transport ID card on board the bus. She was so upset that she left the bus with her other friends, who also did not have their ID cards with them," explained Farouq.
Once Mariam got off the bus, another bus driver recognised her and her friends and agreed to drop them off near Al Majaz Park, which is about a 25-minute walk from her home.
"She used to say that she wanted to live in the dormitory of the university but I kept telling her that it, would happen next year," he remembered.

    ‘Running from the issue'

Devendra Singh, the father of 21-year-old Mitthi who was due to graduate in June in the media studies programme, said that his daughter accompanied Mariam in the other bus as she also did not have her transport ID pass with her.

"The bus dropped her far away from her home. They didn't take a taxi but decided to walk and that is when the horrible accident happened," he said.

"I met with the transport department from the university and when I asked who was the bus driver that dropped my daughter, they did not answer and I felt as if they were running away from the issue," said Singh.

Gulf News tried to contact Manipal University via email and telephone on several occasions but was unable to receive a comment.

The traffic accident occurred on Monday at 5.30pm as the two students crossed the road from an undesignated area as there was no zebra crossing close by. They were then suddenly hit by a speeding vehicle, which according to Sharjah Police, was travelling at speeds of more than 120 kilometres per hour through a road that had a 80km speed limit.
Mitthi Singh was killed on the spot while Mariam was transferred to Kuwaiti Hospital and died later in the night due to her severe injuries.

    My comments as follows:

It is very sad to see that life of two young students looking forward to a bright future, which was very near to them, getting cruelly perished in a man-made road tragedy here in UAE.

The concerned transportation department of the university they studied definitely holds responsibility to answer many questions. As we can see, many times, travel of students to and back from classes are contracted to transportation companies. Some of them may not have sufficient trained resources to handle the students. Adding to it, if a temporary driver comes on board, it will create all confusion and absolutely there will be no co-ordination in this shifting. This scenario has to be controlled with strict regulations making mandatory requirements, color codes and training for all student transport irrespective of whether they are small children or university students. This is very important as we get to see several such shuttles daily between shorter routes and longer routes including Abu Dhabi and other emirates happening from these educational centres.

Point number two is two pronged and to control speeding and jay walking, and create more awareness amongst drivers to not use mobile phones while driving and also create amongst the pedestrians an all time self cautionary approach while crossing the road to hold on to 2 extra seconds and look carefully and cross, while they too do not use mobile phones and be a careless victim of any such tragedies on our roads.

My prayers to the peace of those two souls departed from this world in a crurel and untimely manner and words of solace to the families and friends involved.

UAE is exemplary in unstable region

Reading today's news about the events happening in Syria, Afghanistan, Sudan, Palestine, one really has to praise the significance of the UAE's philosophy and tolerant way of living with respect to religious beliefs as highlighted by Peter Hellyer's article Tradition of tolerance is a model during turbulent times (March 13).

As residents of this country, we are blessed to be living in an open society that respects all those who live here while adhering to its laws and guidelines.

Let peace and prosperity continue to flourish and harmony prevail forever as the UAE flag fly high in the region.

One more life - it's not the way we want to go.....

For several months, this long corriodor was the only out of home destination. Long and silent, I cannot forget even those small things towards this place, which we made it our beautiful destination, enjoying the trees and flowers around. The small refreshment outlet, the fresh juice vending machine, the packed food, and the food packets provided to those who visit this holy desintation. It is not that we didn't have any other place to go. But, it was out of choice.

My dear Amma, one  more person joined you to the dream world, outside our world. I have done whatever I could do, to return the kindness showered to us by her and her colleagues, whenever we visited that only leisure destination of ours for a long time. I miss you a lot.

Sister Anila Thomas of Mafraq hospital, Abu Dhabi. She will be leaving Abu Dhabi tomorrow, Wednesday, 7th March 2012 night, for the final time. It is not the way, we want anyone of us to go from here.

Embalming and prayer ceremony is at Abu Dhabi Centre Hospital, tomorrow 7th March 2012 at 3:00 pm and funeral day after at her native place near Chengannur, Kerala, on 8th March.

My prayers for her soul to rest in peace.

An interesting video by Nikhil Suresh & his friends (students of Cambridge School, Abu Dhabi), who participated in a road safety campaign program organized as part of the Yas Marina F1 Events, ‘Yasalam Responsibly’. Student groups from various universities and schools were invited to prepare a short film and a presentation to increase road safety awareness. Nikhil and his team came out as winners. You will agree with them, when you watch this video. An example of students participating and projecting Road Safety values.

After all, we love cricket - Vow Virat !

What a match man! What to say? All through the last two months the team saved me from my valuable TV time with display on fiield and off. Honestly, I have never been a big fan of you for your four lettered usages, but today, just take time to salute you man.

"When you are winning you can stay on tour for five months. You won't mind a single day, but when you are not doing well as a team it is really difficult to hold yourself together mentally". That was his post match comment. Sidharth Monga wrote it rightly at cricinfo "There is something dangerous about those who have lost it all."

We, as mad cricket fans, have lot to look forward if you play like this. Well done, but as usual, we all put ourselves and love to be in situations to be at the mercy of others, or their deeds to move ahead. I am not different and my national cricket team too. No choice other than to wait till Australia play Sri Lanka and hopefully win over them in the next match.

Pet alert: Vicious dogs brought to book

Pet alert: Vicious dogs brought to book

Authorities distribute booklets on dangerous breeds so that the cannine calamity that struck Dubai Pet Show is not repeated.

  • By Muby Asger, Staff Reporter
  • Published: 00:00 February 23, 2012

  • Dubai: Following a controversy surrounding the death of a toy poodle caused by an American Staffordshire terrier at Dubai Pet Show, the debate rages about whether certain breeds of dog, including all types of pitbulls, should be banned as pets.
While authorities have stepped up efforts to educate the public on the import of vicious dog breeds, dog owners have mixed views.
Following the incident, booklets issued by the Government of Dubai and Dubai Municipality were found outside doors at veterinary clinics and homes across Dubai. The book, written in Arabic and English, serves as a reminder that "there are many breeds of dogs of an aggressive nature and dangerous to public safety".
Although in distribution since 2008, the booklet has gathered renewed interest since February 3 incident. Titled Vicious Dog Breeds, the book lists dog breeds banned from importation into Dubai; breeds banned from being kept in apartments and shared accommodation and the reasons behind the ban.
There have been over 150 cases of dog bites and attacks investigated by the veterinary services section in Dubai Municipality from 2007 to the end of 2010.
However, just as important is the safety of the animals.
According to information from Dubai Municipality, "most of these [banned] breeds are used for wrestling and fighting, which is considered a violation of animal welfare legislation and laws". The book states that it's important to provide proper space to these animals to express their natural behaviour, thereby forbidding certain breeds in flats. "Maintaining the safety of animals also involves protecting the animals from being used as a target for hitting by arrows, or enjoying dog wrestling, as our Prophet (PBUH) forbade us in so many traditions."
Residents, meanwhile, have mixed opinions. Linda Fernando, a Mirdif pet owner, says that although she has nothing against any breed of dog, she leans towards the belief that not all breeds make ideal pets. "I would like to know why people feel the need to have these specific breeds in their homes. They may be cute and cuddly for a little while, but just as suddenly they may also go the opposite way. In countries such as New Zealand and Australia, if you do somehow own one of these breeds, it is compulsory to have them sterilised and muzzled at all times when out in public. Anyone who gets caught with a dangerous dog left unmuzzled would be taken to court," she says.
Storme W, a Jumeirah resident, who shares her home with two American Staffordshire terriers, says, "My Staffies aren't dangerous. They wouldn't harm a fly, but if the law says they need to be muzzled in public, then muzzled they will be. However, if I'm just taking my two girls out for a walk, I won't muzzle them. We'll go to a quiet area, away from the public. When we went to the dog show earlier this month, both my dogs had on a soft muzzle which wouldn't hurt them. But as to why they are banned breeds, I'll never understand."
UK dog behaviourist and Abu Dhabi expat Jane Sigsworth said: "Back in the UK, we have a saying about dogs: Deeds, not breeds. What that means is that a dog should be judged on its own merit and individuality, not on its breed," she says. "Just because two dogs share a breed does not necessarily mean they share a behaviour."
Despite the banning of certain breeds, the number of annual dog bites has not decreased. "Banning breeds doesn't always work," says Sigsworth. "What we need is to educate people. Dog owners need to learn their pet's language. Most dogs would never bite out of the blue, they always give out warning signals which people fail to read. Attacks could be prevented if people were more educated about their dogs," said Sigsworth.

    My comments as follows:

    Added 15:46 February 23, 2012
I was a participant at the Terry Fox Run that happened at Abu Dhabi Corniche on 17th. I witnessed some bringing along their pet dogs, some of them looking fierce in size and expressions. In the wake of the recent incident that happened at the Dog Show in Dubai, I address a concern: should we allow pet dogs to be brought to public events of this magnitude, where large gathering, including toddlers, children and all others are present. If by chance another dog pass by and intimidate or even due to any other reason, the dog, which is even though on a leash get intimidated, the scene would turn nasty. I love dogs, do have them back home with proper care and exercise and control, and not am against having them as our favorite pet. However, on a public gathering of this size, I raise concern whether they should be allowed in by authorities who organise them or even by public authorities as a standard restriction.

Campaign - Clean up your medicine chest

Campaign - Clean up your medicine chest

I was alarmed by the unused medicines lying at the medicine chest at my home. I can imagine the reason, because, many times medicines prescribed are not consumed in full. This is the quantity cleared, usable and not expired during this week-end clean up.
Why not you devote a few minutes during this weekend to clear medicine chest at your home too.

I am sure, you will save some space, avoid children/elders taking medicines already expired.

I am not sure, these days, organisations take in those non-expired medicines that could be reused, if so, it will save money for some needy and come handy to those poor patients.

Any campaigners to take my thoughts, welcome in advance.

Maha Shivarathri - the Universal Pati-Patni Day

This year the Mahashivarathri is on 20th February 2012.

Let me repost an old article and a presentation named ShivaSakthi created by me marking the relevance of this day.

These days, we blindly follow several different types of days, for eg: Valentines day, mothers day, fathers day, friendship day, no-smoking day and the list goes on and on. When we look at it Shivarathri is the truly traditional family day or Pati-Patni day, as I term it. Because, from the ancient times, devoted wife's pray and observe fast on this day for the well being of their husband and children and vice-versa, husband's observe religious rituals and prayers like chanting Rudram and chamakam to give grace and prosperity to the well being of own family and the society.

There are many stories associated with Shivaratri and its origins.

One is about lord shiva drinking a poison and he held it in his throat by binding it with a snake. The throat became blue due to the poison (Thus Lord Shiva is also known as Neelakantha) and Shiva remained unharmed. In another story, it is said that the whole world was once facing destruction and the Goddess Parvati worshiped her husband Shiva to save it. Parvati named the night for the worship of Iswara by mortals Maha-Sivaratri, or the great night of Siva. After creation was complete, Parvati asked Shiva of which rituals pleased him the most. The Lord replied that the 14th night of the new moon, during the month of Maagha, is my most favourite day. It is known as Shivaratri. Parvati repeated these words to her friends, from whom the word spread over all creation. Another story is about a hunter. Lubdhaka, a poor tribal man and a devotee of Shiva, once went into the deep forests to collect firewood. At nightfall, he became lost and could not find his way home. In the darkness, Lubdhaka climbed a bel tree, and sought safety and shelter in its branches until dawn. All night, he could hear the growls of tigers and wild animals, and was too frightened to leave the tree. In order to keep himself awake, he plucked one leaf at a time from the tree and then dropped it, while chanting the name of Shiva. By sunrise, he had dropped thousands of leaves on to a Shiva lingam, which he had not seen in the darkness. Lubdhaka's all-night worship pleased Shiva. By the grace of Shiva the tigers and wild animals went away, and Lubdhaka not only survived but was rewarded with 'divine bliss'.

While most Hindu festivals are celebrated during the day, Mahashivratri is celebrated during the night and day that come just before the new moon. Each new moon is dedicated to Shiva, but Mahashivratri is especially important because it is the night when he danced the 'Tandav', his cosmic dance. It also celebrates the wedding of Shiva and Sati, the mother divine. Night represents evil, injustice, ignorance, sin, violence, and misfortune. Tradition says that Shiva, like his symbol the new moon, appeared in order to save the world from darkness and ignorance, before the world entered complete darkness. Those who observe the Mahashivratri fast only break their fast the next morning, and eat the prasad offered to Shiva. Young girls observe the fast and worship Shiva so that he may bless them with good husbands. They sing devotional songs in praise of the lord, and holy texts are chanted throughout the night. The pandits in the temples perform the puja according to the scriptures. This is done four times during the night.

    Dedication:

For this auspicious day, I would like to dedicate to our global forum a painting named ShivaSakthi. It is also a dedication to all the loving mother's, wife's and sisters and also to all our fellow brothers for keeping our tradition and values always high, wherever we are.

I would like to also add a few words about this painting.

This is created purely using powerpoint tools and it was done as a result of a few minutes of quite time at a small temple near REC Chathamangalam, Calicut. On that particular monsoon evening (in 1995), it happened to be that there was no power in that area, and the darshan of the deity at the time during deeparadhana created an everlasting memory in my mind. The decoration of the Devi idol, simple and small, by the melshanti (priest) was simply superb. I added to it a similar devotion at another temple, which is Avittathur Mahadeva temple. And the result is this creation – Shivasakthi.

At both these places, the time available by the melshanthi (priest) to decorate the idols during the time the sanctum sanctorum closed for pooja, was barely 10 minutes or so. And imagine yourself the result when the doors are opened. It is the epitomisation of the ultimate sraddha (concentration), the dedication and devotion to provide us a blissful presence.

Can you imagine them practising this art somewhere else? Or re-doing it, if a little more of water has been added to the chandan and kunkum or bhasmam they mix in order to create these decorations.!!

There are many unsung heroes and these are a few among them. And it is also my way of tribute to the many who remain within the four walls of our own religious boundaries, who do not get to watch or listen to any of the niceties which we are blessed with.

No one has the patience these days, and to add ease to it, we have a wonderful creation called remote control. It makes things easy for our wandering minds to switch from one programme to another and to refrain from keeping focussed on one.

We undergo several rigorous rituals and follow procedures for many days and ultimately visit our favourite temples and the moment we are in front of the deity, we close our eyes and fall into deep prayers. At this moment, we go back to the old thoughts, photos etc, forgetting about the opportunity to meet the real lord who is in front of us in full – paadadi kesham. And we are pushed away for someone else to do his minutes or seconds of closed eye prayers. The moment you close your eyes, you forget your objectives.

Open your eyes, look at the realities, and react to it.

As the prayer song "Geet nahi, Sur nahi, phir bhi mem gavoom", in this spiritual sphere of mental peace and inner joy, the responsibility for success or failure is entirely one's own.

God bless and have a great time sharing good thoughts and deeds.

Let's Try and Do It - How to seal a plastic bag and make it air-tight.

Let's Try and Do It - How to seal a plastic bag and make it air-tight.

Cut up a  disposable water bottle and keep the neck and  top, as in  photo.

Insert the plastic bag through  the neck and screw the top – to seal.

The bottle is made to be  air-tight, such that water will not leak, the secret lies with the top  and screw!

This is a great idea to share. Good for us and the environment too.

Let's Try and Do It - Making of my little elephant

Let's Try and Do It - Making of my little elephant

It is summer holidays time and so let us take advantage of it from within our home. Let us Try and Create a Little Elephant.

It is very easy to create this little elephant following the simple instructions through this picture. What you need is just a combination of circles, boxes, lines and shapes, and fixing it up to get a cute little elephant.

The objective behind this exercise is to underline clearly that each and every participant, irrespective of whether he is an expert or a novice, are treated, guided and nurtured equally here at Team 1 Talent Share.

Secondly, this is a platform for exhibition of Talent and not a competition arena. Therefore, it is a request to children to submit their works, only when they feel, they have done it in complete form with out any rush or hurry. Even if they submit there entry and feel, they could redraw, or retouch it and present it, they could resubmit as a fresh one, so that we could realise the difference, the additions and enjoy the overall aesthetic beauty of each work presented.

This is an instinctive creative platform constantly worked on by me, and how and where the submitted works by you all reach and to what extent is unpredictable. Therefore, utilise this platform with dedication and devotion.

Bring in as many friends who has a creative talent in him or her.

Let their creativity motivate us to present better creative items each time we wish to. Do not hold your thoughts or do not have any inhibitions while you create your works. Accept criticism, if any, with good spirits and understand the mistakes and rectify it the next time you work.

Wish you all the very best.

Parents urged not to drive with children on their laps

Parents urged not to drive with children on their laps - My Letters - Gulf News Dt 31.01.2012

Dubai: Traffic officials have warned parents against driving with infants on their laps, as they are risking their child's life by doing so, engineer Maitha Obaid Bin Udai, CEO of the Traffic and Roads Agency at the Roads and Transport Authority (RTA), said yesterday.
As many as 13 infants were injured in traffic accidents last year, but the number has dropped considerably as compared to the year before.

    Two fatalities

According to traffic accident statistics of 2011, a 35 per cent drop in the number of infants (between the age of 0 to 2) injured in accidents was recorded.

While 20 infants were injured in traffic accidents in 2010, the number dropped to 13 in 2011, she said. Two infant fatalities were recorded in 2010 as well as in 2011.
RTA credited the drop in injuries to a Child Safety Programme, launched at Latifa Hospital and Dubai Hospital in 2009. Over 1,000 mothers are members of the programme.
    • 13: infants were hurt in road accidents in 2011
    • 20: infants were injured the previous year
    My comments as follows:

    Added15:33 January 31, 2012

This is a common scenario. I get to see and keep a controlled silence, because, I wonder, what they think about their own safety, their child's safety, others who are in the car, and on the road at the same time with them. I really do not know. Women are not exemption. Last week, while driving on Shaikh Zayed Road, I watched with awe a woman, with a fully tinted four wheel drive speeding with her child on her lap (between the door and the seat) and even more, talking on the phone. God, save us, and reach us back home safe, that is the only prayer, I have, when I drive each time from Abu Dhabi to Dubai and back.
